How to Merge, Split and Reorder PDFs Without Uploading
By the Docly team · Updated October 22, 2026
PDFs are the standard way to share contracts, application forms, invoices and scans, but they are awkward to edit. Many online tools ask you to upload your files to a server, which is a concern for passports, bank statements and signed agreements. The Docly PDF tools open and edit files inside your browser, so the documents stay on your device. This guide shows which tool fits which job.
Which tool should I use?
- Merge PDF: join several files into one, for example a CV, cover letter and certificates.
- Split PDF: break one file into single pages, equal chunks or custom ranges.
- Extract PDF Pages: keep only the pages you pick and drop the rest.
- Rearrange PDF Pages: drag pages into a new order or delete pages.
- Rotate PDF Pages: fix scans that came out sideways or upside down.
- Add Watermark: stamp DRAFT or CONFIDENTIAL on every page.
- Image to PDF: turn photos and screenshots into a PDF.
- PDF to Images: save pages as JPG or PNG pictures.
Example: building an application pack
- Turn photos of your documents into PDFs with Image to PDF. Choose A4 and a medium quality to keep the size reasonable.
- Open Rotate PDF Pages if any scan is sideways, and save the corrected file.
- Use Merge PDF to join your CV, cover letter and certificates in the order the employer wants.
- Open Rearrange PDF Pages to check the order once more and remove any blank or duplicate page.
- If the portal allows only certain pages, use Extract PDF Pages to create the final version.
- If the file is too large for the portal, reduce your images first with the Image Compressor and rebuild the PDF.
Common problems and fixes
- The file will not open. It may be password protected. Remove the password in your PDF reader first, then try again.
- The result is huge. Merging does not compress. Large photographed pages are the usual cause, so compress the photos before turning them into a PDF.
- Pages have different sizes. Each page keeps its own size when merged. Convert scans using the same page size setting for a consistent look.
- A page is in the wrong place. Use Rearrange PDF Pages and drag it where it belongs. On a phone, use the arrow buttons.
Checklist before you send a PDF
- Open the final file and scroll through every page.
- Check that no private page, such as an ID you did not mean to include, is still in the file.
- Check the file name. Use clear names like Jane_Doe_CV.pdf instead of scan001.pdf.
- Keep your original files in case you need to rebuild the document.
Because the tools run locally, speed depends on your device. Very large files with hundreds of pages may take a few seconds, and a modern desktop browser will give the best experience.
